Schnipper's is basically the no-brainer option if the line at Shake Shack is too long (which is often when the weather is nice). The food is tasty, the service is fast and the options are great.
NYC will probably never EVER get an In & Out like those lucky West coasters. But this is probably the closest you'll get, quality wise. Expect at least an hour wait on line (easy) on a nice day.
